Initial written charge against Norton - "Recommendation of E&E Committee"

[overridden by Code of Conduct] I have received the attached recommendation to the Board from the Ethics and Elections Committee dated September 7, 2017. I am circulating this recommendation only to OD with the expectation that it will not be further distributed to anyone. Non-election based recommendations of the E&E Committee are subject to the discretion of the Board collectively pursuant to the language of the first bullet of Bylaw 41, which affords the E&E the authority to: "Apply guidelines for ethical conduct by ARRL officials adopted by the Board and make recommendations to the Board in specific cases to address noncompliance with those guidelines." Because this is a recommendation of the E&E Committee concerning an incumbent Director's conduct, and not an election decision of the Committee, the Board may: (1) address this recommendation at the January Board Meeting; (2) address it at a Special Board Meeting pursuant to Article 4 ("Special meetings of the Board shall be called by the President upon written request of a least one-half of the membership of the Board as then constituted); or (3) at the pleasure of the Board, it may not be acted on by the Board at all. It is your decision as to what action, if any, is to be taken next. If there is to be called a Special Board Meeting, the request for same must be in writing from the Directors and Volunteer Officers on whose behalf the request is submitted, and it should be submitted to Tom Gallagher as Secretary.
